400 is a high rise residential apartment building located at 400 McCowan road just north of Eglinton Ave. East in central Scarborough,Toronto Ontario. 400 is property of the Toronto Community Housing Corporation (TCHC), along with neighboring 410 large townhouse complex, and serves as a first time resident to many new Canadians from varying backgrounds. This community was built in the late 1960's and is now home to a large number of people from various carribean and south american nations. Though the area has much evolved over the years, it still has very strong community ties within.
